Can Foreign Aid Save Africa?
Congress is poised to pass the President's Emergency Plan for AIDS Relief (PEPFAR) authorizing up to $50 million in unconstitutional foreign aid. The bill passed out of the Foreign Affairs Committee with a bipartisan agreement to nearly double the President's requested amount. It is always distressing to see officials in our government reach across the aisle to disregard Constitutional limitations.
Much of this aid will run through government-to-government channels and will be vulnerable to corruption. Some of the aid will be sent to faith-based organizations who, along with accepting government largess, will now be subject to governmental controls and will soon become more dependent on taxpayer funding than private funds. If they accept the aid, they must be careful of the vague language regarding what types of programs they can run. For example, the requirement that 33% of any funding received must go toward abstinence-only programs has been dropped and replaced with a 50% requirement toward behavior change. Many humanitarian organizations are incensed by the politicized requirements placed on their work, and feel they are being forced to continue failed programs at the expense of more effective ones.
The obvious question remains: Why are politicians in the United States deciding what is best for people in Africa ? And why are taxpayers in the United States being forced to fund –for example - family planning facilities that perform abortions?
In fact, Afrobarometer, a leading source of data on public attitudes in Africa asked Africans what their main developmental concerns were. They found that Africans are much more concerned about jobs, agriculture and basic infrastructure than they are about health issues like AIDS.
Africans should decide what is best for Africa . American taxpayers should decide what charities deserve their money. Forcibly taking money from the United States and sending it overseas is unconstitutional and immoral.
The energy that lobbying groups and celebrities expend for charitable causes here on the Hill could be better put to use actually addressing problems. It is sadly symptomatic of the trend toward bigger government that instead of private fundraising efforts, people put their hand out to Congress. It is unfortunate that some activists prefer funding taken by force, to donations freely given.
These efforts, though well-meaning, are misguided. The truth is all the foreign aid in the world will not transform Africa into a thriving, healthy continent. The economic growth of Africa depends on African entrepreneurs, liberalized trade policies, and political and economic freedom. The best thing we could possibly do for Africa and for our own country, is to stop sending misguided aid, and stop protectionist trade practices that prevent African farmers and producers from competing in our markets. Perhaps then Africa's leaders would focus less on how to get aid out of the United States , and more on the economic vitality of their own countries.
A NOTE TO ALL PATRIOT CITIZENS OF THE CONFEDERASY FROM YOUR BROTHER IN ARMS==KING-FISHER.........I am writing this letter to all our southern citizens and statesmen I have sent you all the above information on" AID TO AFRICA" for a purpose and that is to try to reason with you concerning our nations foreign policy practices and what we as citizens need to do.at the present time our nation is under a continued Recesion and our economy is weakening,our infrastructure is weakening and our government is almost on the brink of collapse I have just finished reading a couple of historical books one called " the DECLINE AND FALL OF THE ROMAN EMPIRE" by Edward gibbon and the other the "RISE AND FALL OF ATHENS by Plutarch and incredibly enougph the similarities to our own nations " DECLINATION has inspired me to write about this topic which is of interest to our citizens.and those who have the RESPONSIBILITY to maintain our nations well being,this is not rhetoric nor is it someone with an attitude against our present government in washington but a mere warning to all politicians carrying the responsibility of head of state and I write this as an advisement to all be carefull how you respond and deliver "AID" to other nations not your own,you may find yourselves confronting obstacles later in time , a perfect example " IRAN" do we remember the ' SHAH OF IRAN" and how we helped his government,how about our own backyard " CUBA" did we not school in harvard ,train FIDEL all he knows on our soil and how he paid our assistance or "AID" his cause for the overthrow of battistas regime, I know what does this have to do with " the AIDS EPIDEMIC IN AFRICA" simple as you have read in the above article by CONGRESSMAN RON PAUL much of the needed funds for AFRIKANS never reach them because of internal and external corruption, I have fought as a " CONTRACTOR " in several of the AFRICAN states against rebels with communist inclinations and cuban advisors teaching them to fight the good "REVOLUTION" and I have seen the " CACHES " of MEDICAL SUPPLIES,EQUIPMENT,FOOD, and WEAPONS stored and preserved not for the population but for the "GUERRILLAS" and TERRORISTS of the region being affected by insurgents, many and I MEAN MILLIONS of dollars worth of "CACHES" marked U.S.A. the mere fact that the "BUSH " ADMINISTRATION is inclined to aid a nation with these type of activities eating away " HOPE " for their citizens and God knows they need help but only if their citizens truly receive all of the AID,which they don't where does the money go well first is the "WAR " machine,ARMS,BULLETS,AND PAY armies need to get paid,2, africas politicos ,contacts etc.they need some pocket change 3. guerrillas and terrorists they also need some "mullah" so they can operate with the first two, that leaves maybe 1-2 percent for the population to receive, AMERICANS AND CONFEDERATE PATRIOTS though this may SOUND like a NOBLE cause,it SMELLS like a NOBLE cause and TASTES like a noble cause, its not . the fact is that the aid is used for other issues not even related to the " AIDS" EPIDEMIC in africa,not withstanding all this I WOULD BE THE FIRST IN LINE TO HELP THESE PEOPLE IN NEED, but unfortunately their own government needs to depend on their own resources and they can if they are willing to do so, they have intelligent people with great ideas, and those people outside their countries " MAINFRAME" love to exploit the situation saying " WHAT A MONEY MARKET OPPORTUNITY" is that not what a power broker does,make more money,and for what reason other than their self interests. AMERICA WE NEED THE MONEY HERE IN THE U.S.A. TO REBUILD OUR OWN NATIONS FAILING ECONOMY, TO REBUILD OUR NATIONS INFRASTRUCTURE, TO INSTALL A PERMANENT UNIVERSAL HEALTHCARE PROGRAM, WE NEED THE MONEY HERE IN AMERICA TO INSTALL PROGRAMS FOR EDUCATION AND FACILITYS, FOR HOSPITALS AND RESEARCH FACILITIES SO THAT WE CAN FIND CURES FOR INFECTIOUS DISEASES WHICH ARE DEVASTATING OUR OWN SOCIETY, WE NEED A RESTORED SOCIAL SECURITY PROGRAM FOR OUR OWN ELDERLY SO THAT THEY CAN LIVE THE REST OF THEIR LIVES IN HARMONY AND NOT WORRY THAT THEY MAY BE TOSSED INTO AN "OLD FOLKS HOME and FORGOTTEN that they may die in dignity and leave their families with a sense of accomplishment, WE IN AMERICA NEED THE MONEY WE SO DESPERATELY THROW AWAY ELSEWHERE TO SECURE OUR FUTURE,AND WE NEED THE MONEY TO PAY OFF CHINA,GERMANY,FRANCE,JAPAN, SO THEY WONT BE PULLING OUR SHIRT TAILS FLASHING A "NOTICE OF FAILURE TO PAY" BILL in our american faces, POLITICOS we in AMERICA PLAIN AND SIMPLE NEED THE MONEY YOU TOSS AWAY TO OTHER NATIONS, TO MAINTAIN OUR NATIONS " QUALITY OF LIFE " a simple analysis and intellectual answer a word of advise to all you who have directives in "GOVERNMENT AND INTERNATIONAL POLICY AGREEMENTS and you know who you are ,wether you are aware or you are not aware" WHEN YOU SIGN ANY TYPE OF AGREEMENT THINKING THE BETTER FOR THE GOOD, ALWAYS READ THE VERY,VERY FINE PRINT LOCATED ON THE BACK OF THE PAGE politicos do you understand, you may even "SIGN AWAY YOUR OWN SOUL"if you don't know it. good luck to you ,GOD BLESS ,GOD BLESS AMERICA,GOD BLESS THE SOUTH==R.S.ALFONSO { KING-FISHER } 3/11/08 |
