We already have a "75% Resolution Project" spelled out in the U.S. Constitution (Article 5)......as well as a "100% resolution project", in the form of the jury.
What good would a 96% Resolution Project be, if we've already demonstrated the fact that we can simply ignore the others, both of which date back to the very beginning of our nation?
