well codify, maybe so, but it seems a bit late in the game to be concerning yourself with the expansion of government. perhaps it may be more productive to concern yourself with the corruption of government.
if you can agree that apprx. 96% of our congress is corrupt (bought and paid for by special interests) then you can see where the idea of lobbying for 96% qualifying can be worse than a slippery slope, it can be a sheer cliff.
ron paul has it right. if it does not pass constitutional muster, it aint law.
