The reason to open 1CL 5/5 in a black suit is to be at level 2 if your p is weak
The hand is not strong enough to play at level of 3
 
Example

I will always open 1CL with this hand .
lets say bidding go
1CL               1D
1SP                1NT
2SP>>>>>>>>>>>>>>>>>>show 5/5 or 6/5 not strong.

With this hand i will open 1SP follow by 3CL

Hamada gave you the reasoning for opening 1C on weak 55 black suited hands. The reason I have for always opening 1S, is that I do not like losing the spade suit when opps interfere in hearts and I am unable to bid my hand for fear of sounding too strong.

With the weak 55 I have a problem here. I always open 1S with black 55 hands.

my own style would be to open both these hands 1 spade......my lessons have always been geared toward finding a major fit can bid the clubs 2nd time around 2= weak hand....jump to 3 =stronger hand.........neither hand fits criteria for a reverse..........

This is one of my favorite special treatments © ( 5-5 vs 5-6 in the Blacks) and I reserve using 1C open for the minimum or sub-minimum opening with 5-5 ( even  a sub-minimum 5-6).
After a 1C open if partner has a game force hand,  he will most ALWAYS use the 4th suit game force (4SGF) rebid to show this.    Then your rebid of 2S ( similar to Hamada) would show the min or sub-min 5-5 opener( even a sub-min 5-6), whereas a JUMP to 3S would show a FULL 5-6 opener ( ie a hand worthy of a reverse ).
 
Example 1:

Or after the  2S bid, North knows no losers in the red suits ( because South is 5-5 in blacks ),
perhaps just go gonzo-4NT asking keycards.... and bid 6 after 1 Key card....
and the slam should still have a very good chance even if South's H was a  worthless stiff.
