Mix about 5 tablespoons flour with salt and pepper, spread evenly on plate. Dip the cube steak in the flour mixture, covering completely with flour. Chop the onions, mushrooms and the bell pepper; melt the
butter in a large frying pan and sauté onions and bell pepper. Add floured steaks; brown on both sides. Add the leftover flour mixture to 2 cups of the water, stir thoroughly. Add to frying pan, add one more
cup of water and stir. Cover frying pan and cook on medium low for 45 minutes, stirring frequently. If gravy gets too thick, add water.
great over rice!!
