Actualy Obama has praised Bush for this publicly in speeches during the campaign so he is giving credit where credit is due.He disagreed with him about nearly everything else but not this

Obama accepts and even praises whatever he intends to continue or build upon.    The money he's promised to the "poor nations" would accelerate our suicidal drive toward financial destruction.     Perhaps it's "Allah's will be done"?
