General : pros/cons of prebooking

Everything you read says to prebook appts.  I have a stylist who has a large clientele & most of them prebook 4-6 months in advance.  This makes for a very crowded book when those who don't prebook or new clients need an appointment.  She is typically at least 8 weeks out for next appointments.  It has created some frustration with the clients who don't regularly prebook.
 
Is prebooking still the preferred way to go?  At what point, if ever, is it the right time to "not accept new clients"?
