Hello!
I'm sorry, but I have never heard of 'wet on wet highlights'. Unless there is another term used for this technique, I can't help you! I'm very curious to know what that is!

I'm curious too! I even tried searching for it, nothing came up. Maybe that's not the technical name for it? The only thing that came up in search, was a painting technique where two colors blend into each other. Maybe that has something to do with it? Anyone else know?

I HAVE A VIDEO THAT SHOWS  HOW TO DO THAT.
WHAT THEY DID WAS PUT A BASE COLOR ALL OVER AND THAN WEAVED OUT STRANDS OF HAIR AND PUT BLEACH ON TOP OF THE COLOR THEY HAD JUST APPLIED. I HOPE THAT HELPS

Ok I've done that! I've never known the name for it though, but it kind of creates a tone on tone effect. Like, the weaved out strands are a lighter version of the base color and blends in nicely. Kind of messy to apply though, you have to make sure you're neat with it.
