We don't have to wonder, assume, suppose or guess what "worketh righteousness" MAY have meant in Peter's mind. Scripture clearly shows us what Peter understood what "worketh righteousness" was. Read the next verses.
Acts 10:35 But in every nation he that feareth him, and worketh righteousness, is accepted with him.

Could you show scriptures as to how that could possibly be true? We know that a "Church" is a body of peoples not a building called a church. The Holy City has walls and gates and foundations and measurements of length and breadth. The Holy City is a physical City with form and matter (Rev. 21).
