If you know the size of locking shoulders you need, you might get some from T. Mark Graham at Arizona Response Systems or James Harper at Gun Parts Guy.  They usually have just about any size you might need. 
 
Do you have the taper gages to check the of locking shoulder recommended size and a set of headspace gages?  If not, and you're building a rifle or rifles, you might want to have a good FAL builder do it if you don't want to buy tools.  I can recommend several excellent ones.

Some clarification questions:
 
Do you need the G.I. type gages for collection purposes or can you use aftermarket commercial types?  Are you building rifles?
 
The G.I. types are about.  You could advertise for them on FAL Files.  I don't know about prices though.  The aftermarket types are also around and will get the job done for you if you're building a rifle from a parts kit.
 
Also, if you're building up a kit you may run into all sorts of bureaucratic hoops.  Some of these you may not be able to solve.
 
For example: in the U.S., you have to have 7 American-built parts in your build-up.  In Canada, the FAL (metric and Commonwealth) is just about forbidden (except for certain lucky individuals).  Ditto for the UK and Australia, but NZ appears to have a more civilized attitude toward them -- you can shoot and possess them there.
