You don't need to hire a voice actor to record your outgoing voicemail message, but you do need to make sure yours is professional and up to date. Nothing screams "low budget small business" to your customers like a barely understandable outgoing announcement on a cheap answering machine. Rather than trying to save a few bucks, upgrade to a nicer machine with better recording quality or spend the monthly fee to get voicemail service from your telephone company.
You'll also want to keep your voicemail message current. If it's October, your voicemail should not still be promoting your "Summer Savings Spectacular" as did the message at one business I called recently. And if you are unexpectedly closed on a day when you'd normally be open, customers who try to reach you will be much more forgiving if you mention on your voicemail that you are closed due to an emergency and give the date you'll reopen.
