Parakeets : Is it possible to visually sex young parakeets?

I'm interested in getting a male parakeet (budgie).  Is it possible to visually determine the sex of the young keets, or impossible until they are a year old?  Would a good breeder be able to determine this?

Oh yea, any difference in temperment:  American budgie vs. English Budgie?  I think the English budgie is cute and looks like a "grouchy old man".  They are both cute, but just wondered.

I cant help you with the visually determining sex part of your question.....I know some very experienced breeders can make an educated guess, but I think its pretty tough to tell on young birds. But, I do have both english and american budgies (2 english, 1 american) and it has been my experience that the english budgies are MUCH calmer, steadier, and easier to handle than the american. My american keet is quite flighty, even though he is tame. He startles easily, and just seems nervous. I have other american keets who were the same. But, both of my english keets are extremely calm and easy to handle. They seem so much more relaxed, and just arent flighty at all. That is not to say they are boring or sedentary...not at all! They are VERY active and playful and comical. So much fun to watch...and they are very vocal...chattering all the time. But when it comes to handling, they are just much calmer than the american.
