While I am not sure what program he was in or if it was a private company or what, but.....My partner is an  Certified Electrician, and an electrical engineer......When he was doing his apprenticeship, not only did he have to have a high school diploma he also had to be enrolled in a certified electrician Class/school.
That of course was a long time ago and not in Alaska. Whilwe he is not here at this moment to fill me in on all the details to the exact, I do remember that much about what he said......the bottom line was that when and where he did it, NO you could not drop out of high school and be working on a GED and do an Electrical apprenticeship...
Ask yourself this , would you want a high school drop out to instal or wire your homes electricity...or maybe even be the one responsible for the electrical goings on in your surgery room, or your babies intensive care unit?
There is a reason one must have some education before  they jump feet first into skilled labors.
