This is clearly another one of the millions of items that customers rip us off with.  If we don't take back an opened card, then other people in line might think that's stupid--even though they have no idea what a memory card is.  Mgmt often feels that it's better to keep such people quiet, because the other folks in the line will probably buy more, if they think your store is easy on returns.
