Many people in the crowd share blame, even though it was not intentional, I really don't blame just one person in the incident, I'm sure some of the people were pushed forward and crushing the worker, and a few knew the worker was hurt but kept pushing forward knowing they by themselves would not be blamed for any injuries, so they were more to blame.
