this can be done in any version of PSP I am using PSP 9
open a new file 600 x 600
transparent bkg
fill with the pattern, color, or gradient that you want
go to your preset shapes and choose one that you like:
have you foreground color one that matches your bkg and your inside color either white or black
i can not tell you what size that part is up to you kinda have an idea in your head what you want it to look like:
now go to layers and convert to raster and move it where you want it to be;
now grab the magic wand tolerance set at 20 click on the inside of your shape now go to the layer palette and make the bottom (bkg layer active)
hit delete on your keyboard
this gets rid of the inside part of your shape
go to selections and select none
you can add doodles, brushes even more shapes to make your quick page that way you want it to look
when you save it save a PNG file so your cutouts are transparent bkg,
once you get the hang of it try making one like this one:
