Why do you suppose that all but the wickedest things feared to break promises?   This seems to be a true rule that was upheld many years ago.  It has been taught to me as well.

That is a line from the story.  It means you had to be among the most wicked to not fear breaking a promise.  In the story, The Fellowship of the Rings, "the most wicked" are pitied and treated with kindness.
