Pick an pic you want to use  use

i have picked Diana

 

  

Select your lasso tool.

Click on your Tool Options pallette and check point to point, mode-add, feather 30, and if you see antialias it should be checked.

Now draw around the image you want to mist. 

now you will see the line around your pic

 

Now go to Edit, Copy.  Then go back to Edit and Paste as new image and you now have your misted image!

   

right go to Layers click new raster layer

then back to layers and click merge all and flatten

and save   easy aint it ......
