take and fill the new frame you got in psp with any color and then go to layers at the top then to add new layer, in psp 7 and psp 8 there slightly diffrent but operate on the same principle and therefore easy to adjust from one to another.
Now a pop up comes up like the previews i showed you above just click ok or name the layer in the top box and then click ok but the main idea is to look in your layer pallete. you notice I have written "Layer is Highlighted to work in" thats cause you need to highlight each layer as you work in that layer.
Ok I lost you right , let me explain it a simpler way, each layer is like a clear glass sheet or glass and if you put a mark of paint on each one in diffrent places and lay the 2 glass layers of glass together you see both marks but if you take one glass layer away you see only one mark.
Now lets put that to work for us here we filled the one layer or the first with a solid color correct now layer 2 lets add a tube or pic to it by Highlighting it in the pallete first with a simple left click and then add to the frame.
Now you will see the solid color and the pic but the color is actually behind the pic because you added the new pic on top in a new layer. Play with layers and get used to them there easy once you
