I have found Arthur Russell Senior in 1871 with his parents, Thomas and Mary, and four brothers including little Herbert!

 

Living at Granford Drove, West Fen, March, Cambridgeshire:

 

Thomas Russell 51 born Wimblington, Cambs. c1820  Farmer of 143 acres employing one man owning 56 acres included in the above total acreage
Mary Russell  49  born March, Cambs. c1822    Farmer's Wife

Children:
Daniel Crowden Russell  23  Son  Unmarried Farmer's Son b Littleport c1848
William Crowden Russell  18  Son  b Littleport c1853
George Tagg Russell  11  Son  b March  c1860

Arthur Russell   8  Son  b March c1863
Herbert Russell   5  Son  b March  c1866

 

 

All the places are very near each other, looking at the map. 

 

I have also found Thomas and Mary's marriage in 1845 and - you guessed it - her maiden name was Crowden:

Continuing on, ten years later in 1881 Mary is 59 and widowed (see death record below).  She is still living at Grandford, and is listed as a Farmer employing 3 men and a woman.  Living with her are sons George Tagg Russell 21, Herbert 15, and also a daughter Susan Crowden Russell 21.
 
Living next door are William Crowden age 22, Farmer of 40 acres and his sister Mary Jane Crowden 32, both b Wimblington.  They might be nephew and niece of Mary?

 

Arthur, now age 18, is lodging in Broad Street, March and is working as a Grocer's Apprentice.

 

This is a death record of Thomas at age 60:

Wayne - On the 1861 census, Thomas and Mary had another daughter Mary F. Russell born c1855.  Here is her birth record.  Sadly she must have died age 11.

In 1851 we find Thomas and Mary living in Hitches Street, Littleport.  Thomas is 31 and his occupation at that time was Miller and Grocer.  Mary is 29.  Children: Daniel three and Mary one year old.

 

Then going back to 1841 we find Thomas living with - most likely - his brother Daniel and his wife Sarah and family in Wimblington.  All ages in this census were rounded down to the nearest five years.

Unfortunately, it doesn't look as though we are going to find his father on the census, especially as we don't know his name.

There were one or two William Russells born in Cambridgeshire around 1795, so to be sure of the right parents you would need to obtain Thomas's baptism certificate.
