At my place of employment they recently hired someone who is not qualified for the position she is in.She gives off vibes of being sneaky and underhanded and it makes me hard to work with her....I have tried to be amiable but she constantly is saying things like.."I know we didnt' get off to a good start...or I am not trying to take your job away".. These statements sent my radar up/ what do you think? any one else pick up on this?

Some places of employment are definitely more "territorial" than others, and yours seems to have this kind of vibe.  I think this kind of negative energy feeds on itself, creating more and more boundaries.
 
What needs to happen is for people to stand strong in their own space, while at the same time welcoming interaction from others.   You each have a role to fill with your employer, but there should be a shared goal.  When people know what the shared goal is, they are more inclined to work with the spirit of teamwork, not to individual agendas.
 
Just some thoughts I had for you.  Good luck and just keep doing your job to the best of your ability!  In fact, "shine your first morning sunlight"

Oh, it can be so difficult to work with people who are so negative!  I always see control issues as coming from people who are insecure or need love.  Recognizing this, you can send her love.
 
I had a meditation teacher who once suggested an interesting technique for dealing with negativity in the workplace.  He said to mentally put "gifts" in your aura .... flowers, sunshine, a teddy bear .... whatever is positive and nice.  You leave these in your energy space for people to pick up, whenever they are directing negative energy to you.  First, they must bump into a gift!  .... kinda hard to be mad, when someone just gives you a gift! 
 
Try it and see if it doesn't take the edge off ... I would be curious to hear (from anyone)!
