Sometimes when you are a non-playing director there are times when you are looking at the deals from the hand-record sheets during the game and find one that will be troublesome for someone who likes to stir trouble. Here is such a case:

South's 2C showed a limit raise or better in spades.
 
5CX by West made 5 (no smother play in hearts), +550 to EW. I was called back to the table. Since Pass was a logical alternative to East after West's hesitation, I rolled the contract back to 4S by North, down 1, 100 to EW. East tried to convince me that he always intended to bid 5C; hence I should allow the bid to stand. I asked him why he bid only 4C over 3S instead of what he "intended" to do right then and there; thus, I did not accept the self-serving statement. There were other flaws as well. East had a chance to bid hearts on his first turn but chose to pass. On West's second turn she had a chance to bid hearts as well.
 
I have seen this East bid before. I predicted, before he got to play this deal, that something like this would happen.

It doesn't matter that East said he was going to bid 5C anyway.  By law you are not allowed to consider that.  And it is always comforting to be able to tell the player that.  I don't see how East could have bid hearts on his first turn but west could have bid them to show a reverse. 
 
I am curious if you were called right after the break in tempo, or after the 5C bid.  I think with the new rules the director should be called right after the hesitation, but someone please correct me.

From what I heard from the other players, some Easts made a WJS (3H) despite holding four clubs, while others made a super-weak negative double. Only two other NS's were allowed to play in 4S undoubled. No one bid 5S over 5H (no one played in 5C; maybe the cliché "minors are for children" is beginning to stick). No one in 5H found the smother play in trumps to make 12 tricks.

I was called after the 5C bid. EW agreed that there was a LONG break in tempo.

If West had bid 2H instead of reraising 3C, I would be tempted to allow 5C under the premise that West wouldn't have had need to hesistate. That didn't happen of course.

I think you have to roll it back here.
