It's simple. The first year of the market crash and the beginnings of the recession occured under Clinton. Osamma's first attack on the US (the first WTC bombing) occured under Clinton and there was no effective response attacking Osamma back.

I think it took some time to link the first WTC to Osama. In fact, I'm not certain that there is a link is there? I thought that WTC I was some other group.

The Clinton administration could not get funding or approval from a Republican Congress to investigate Bin Laden and Al Queda the way it wanted to. It also could not get approval to retaliate for the USS Cole. It did, howver, thwart many many other potential attacks. Most of this, execept the latter because the details were intentionally not made public so not to start panic, are documented. Madeline Albright has spoken many many times about it since 9/11.

Amazingly, many of those who set off the 1993 truck bomb at the World Trade Center were known by the FBI and the NYPD, but their investigations were shut down, according to the authors' sources, for mundane bureaucratic reasons. Intelligence detail about the September 11 hijackers culminates this fact-heavy account, which also includes the story behind Miller's 1998 television interview with Osama bin Laden. Although slightly disorganized, this book offers the investigators' perspective and also meets the current surge of interest in who knew what when.

You are falling for Albright's spin. I have seen intervied many times since Clinton left office and the spin evolves over time. It is way too long and drawn out to give you the whole story.
