No matter what the system, you will have dust.  The least expensive I have found is a good shop vac, some pvc piping, and connecting hoses/adapters.  Try to keep it about 2" pipe or about the same size at the hose that comes with the shop vac.  If the suction is too strong you will get some whistling, drill a small hole in the pvc near the piece causing the noise.  The hose that comes with the shop vac and brush is good for cleaning up the sawdust that doesn't get sucked up initially.  I also have a two car garage and still had to build and 8 X 8 room inside the garage.  It keeps about 99% in the room, some still gets out.  I have the shop vac on the outside and that helps with the noise level.  Hope this is of some help.
