For instructions, get the book from the library... but this is the general idea... kind of like a desk lamp based on two 3/4 x 3/4 pivoting on dowels and acting like a parallelogram to keep the attached Dremel vertical... as long as the holes in the two 3/4x3/4 are the same distance apart and the dowels are aligned vertically and spaced the same in both blocks, it should work on general geometry principles...lengths and other dimensions are whatever you want. So if the holes in the 3/4x3/4" pieces are about 26" apart, the throat could be about 30" from drill bit to base.  Drill is held to its block with hose clamps or plastic ties.
  
A spring in the back holds drill up when not in use.
