In my opinion it should. Its one of the oldest proffessions there is. Brothels should be opened where these girls are kept safe and where they are regularily tested for std's.
When you think about it, a women can make a porn film and legally get paid for it, she gets paid for having sex with a man, whats the differance really other than ones on a film set and ones walking the streets. Either way they're both getting paid for sex.
Its not something I'd ever plan on doing......but if I had to keep a roof over my kids heads and food in their bellies and shoes on their feet....I'd do anything.
I'm not saying that if brothels where opened these girls from Ipswich would not have been murdered,.....but some of them might be alive today. No woman deserves what happened to those girls, not matter what they do for a living.
You also get the benefits that working girls would have to pay tax and national insurance like everyone else that works.
I know everyone has differant thoughts on this subject, but this is what I think.

AGREE WITH BEV 100% IF SPECIAL UNITS WERE SET UP , WORKING GIRLS , COULD CHOOSE WETHER OR NOT TO DO THIS JOB, NOT BE FORCED OR COHEARSED INTO IT BY PIMPS OR DRUGS, AND REGULAR HEALTH CHECKS WOULD CUT DOWN STD,S  THEY DO THIS IN GERMANY , SO WHY THE HELL NOT HERE ??? AND I ALWAYS THINK , IF MY KIDS HAD BEEN STARVING I WOULD HAVE DONE IT....... AND ISN,T IT BETTER FOR A YOUNG BOY TO GO TO ONE OF THESE THAN GETTING SOME YOUNG GIRL PREGNANT ??
