If you want something small and handy, Makarovs are nice little pistols.

the only way I know of to buy any fire arm without paper work is to buy it second hand from an individual.

If this guy is indeed living in the Netherlands, he may well be screwed.  Bike riding buddy of mine visited a Netherlands cop couple of years ago and I believe it is one of those countries that ban handguns in the hands of the populus.

 

I just looked this up on Wikipedia and only citizens capable of obtaining weapons are members of hunting or shooting clubs and even there only "hunting weapons".
