I just got 2 budgies and by looks, seem to be a male and female.  the woman who had them said she thought the same thing but they have never breed, or laid eggs.  The "female" is fatter in the belly and seem irritable toward the male.  All they had in their cage when I got them was 4 perches and a small toy...will they "hold" eggs if there isn't anywhere for them to lay them?  I have no experience with egg laying, since Max-CAG- is a boy :P
 
Also, I'd like to attempt tp hand tame them.  I saw some video's on youtube, and I know I should probably seperate them, but any other tips or tricks?  The youtube vids said to train them to realize you are a source of food, and not harm....by taking away food for a few hours and sticking your hand in there with food on it.

I have a male and female budgie for a few years now.  They haven't mated as far as I know from what I have read and heard they don't unless there is somewhere to nest.  My female will make a movement and sound at the male if he gets too close but she does let him feed her and they seem close.  He wasn't tame but when I got him home I sat with him in a room and got him to perch and fed him millet and canteloupe from my hand which he seemed to like.  She was tame when I got her and he seems to trust me more now too.  They have bonded and don't like to be apart.  I wouldn't deny them food but I have read of that technique.

Also, are their wings clipped?  I find that they're more dependent and tame and safe that way.

Tina hand taming them will be almost impossible when they are housed together and to cage them apart probably will upset both... They look to each other for security.
You said you just got them... give them time and probably with time one or the other will get over their fear of you and what one does no doubt the other will follow...
 
As for taking away food, that is punishment and birds respond to rewards not punishment...
 
When the time comes, and that is months away,  you can offer a reward for a step up... something the birds like, sunflower seed, a nutriberry or whatever the choice may be.
 
In the meantime talk to them and visit through the cage bars. Don't get upset if they huddle together in a corner, that is their survival until they get to know the environment and more so you as a friend and not a predator.
 
Don't give up, hang in there they may surprise you with the pitter patter of little claws and there can be the hand tame pet you long for....

Same place my flock want to perch if they happen to fly away from me...

Awww ... what cute little guys Howie and Nellie are, Kooky! I love their colouring.
 
For the last few years of Cracker's (cockatiel) life, she was never clipped very short, and could still fly. She used to love perching on the drapery rods, and being queen of all she surveyed. She was really good about coming down to me when I asked her though.
