The convention is used in competition, and you give up the natural 2NT. 
A direct 3-level bid shows a good hand, whereas
2NT! ( Lebensohl-like) relays to 3C! and your next bid shows a minimum hand:

Good/Bad is a fine convention, improves a lot of competitive auctions. That said...

a) It's unusual to propose using it in these forcing (at least to 3D) auctions, and

b) I don't believe it is saving you here, where responder has 13HCP and a nice fit for opener.

I am a bit surprised by North's opening on the first board. I open that hand when I am not playing Drury to avoid rebid problems, but quite rare I see anybody else do that.

You are right on the 1st one, South will raise the "min" 3D to 4D ... ( which just makes) .

2NT shows extra values, just bid 3D. If pard needs a heart stopper, he can still ask.

Alan...are you saying if not playing G/B-2NT, then Opener's 3D rebid shows minimum and 2NT would show extras?  or if you are playing G/B-2NT  that this is not a G/B-2NT situation?

I play reverse G/B, where the free bid is extras, and the 2NT route is the weaker hand. It's a style thing.

I maybe able to answer my own question.
I Googled   Good-Bad 2NT and the first reference says that my 2 examples are OFF for G-B 2NT.      2NT would be natural.
 
   A rigorous and limiting set of rules for G-B 2NT are:
        a)  Only ON by Opener.
        b) Responder must have taken some action
            ( but NOT a game-invitational bid such as a cuebid
              showing limit+ for Opener's bid suit )
 
        c) Opener's RHO must have bid 2D or 2H or 2S .

Dwayne ( key_lime) --  when you say you play reverse G/B-2NT you must mean the direct 3-level freebid is the weaker hand, whereas the 2NT-route would show the better hand .

The way I learned it was that freebid was extras, and the 2NT detour was the weaker variant. Dunno about the syntax of reverse versus normal tho specifically.

I play reverse g/b 2nt where 3H direct here shows a WEAKER hand than bidding the long way around.

I think 3H direct is an overbid. Not enough controls, no body, just a whole lotta nothin'.

I also use reverse g/b over a minor:

1m - P - 1M - 2oM
2NT then 3m = better hand
2NT then 3M = good hand, raise
2NT then 3oM = splinter, G/F, slammish, showing either 5-4 or 6-4
3m direct =weaker flavor, lacking 3 of the responder's major
3M direct = competitive
