The shotgun will not cycle when shot, But when I use the handle on the breech bolt it
will cycle meaning it will kick the shell in the chamber out and load another in the chamber what is wrong with it.

sounds like you have a problem with the gas system, ( dirty or pluged ) . I really dont know the gun but it probibly is gas opperated. So it siphones gas pressure off the barel, and uses it to push the bolt and moving parts back. with pistols you can limp wrist it but I dont think you can do that very easily with a long gun.       So problem in gas system or a problem with the spring stack in the forarm. since you said it seems to rack fine by hand. you want to make sure that it is cleen and oiled  if it is dry it will not want to cycly fully. One other problem could be your ammo if your shooting light ammo it may not cycle it, you may have to shoot heaver loads.
