Sorry it's taken me a while to reply.
Ok, when you shuffle your tarot deck, some people first make sure that all the cards are the same way up. Some people don't, so when the cards are drawn, if they are upside down (facing the opposite way to the querent) then they can be read as reversed.
Personally, I don't generally read cards as reversed, but I know a lot of people do.
