I started on your search last night, but have done some more since and here are my findings so far. I am not sure whether or not you have access to the censuses on Ancestry or Find My Past? I am assuming not.
Having found John and Mona in the 1891 census, I then searched for some BMD's and came up with the following:

Living at 19 Moores Square, Portsea --
John Streets head age 31 General Labourer

Henry son age 3
Fanny daughter age 7 months
All born in Portsea
Then ten years earlier on census night 7th April 1861, we find John, single and age 21 yrs 5 months (you can calculate his month of birth from this) Ordinary Seaman in the Royal Navy on board "Cyclops" in the North Atlantic.
In 1851 he is living with his parents Henry and Eliza Streets, again in Moores Square on Portsea Island. Here is my transcription:

Eliza Streets wife 36
Henry son 16
Fanny daughter 16
John son 11
George son 6
Joseph son 3
Emma daughter 1
Celia Parker visitor 17
All born in Portsea
And in 1841 we find him age 1 with his parents in Portsea again, together with his brother Henry and sister Fanny.
I have not searched out the Grahams as it seems you are wanting to find John's family at present. I will await your comments before continuing.
