Oracle cards "Divinely" guide you, all Tarot cards are oracle, but not all oracle cards are Tarot.
 
Tarot is a structured deck, having major and minor arcana, court cards suits etc and an average of 78 cards. All Tarot decks have between 74 to 80 cards. If a set of cards do not work by this structured system then they are not Tarot but are oracle cards.
 
Anything that "devines" you is an oracle, there are many forms of divination that divinely guides you, which can fall into the catergory of an oracle.
