I would not advise chipping a Playstation. Not unless you want a Playstation that freezes for longer than it should on loading times, and freezes up in general.
Let's face it. Sony is as renowed for having dodgy lens lifespans as Nokia are renowned for their bad screens. Sony lens' are very touchy. Guess how many Playstations I've gotten through since they've been around:

3 x Playstation 1's (the PSX not PS1)
2 x Playstation 2's

All cases were to do with lens issues in some way. Two of the PSX's were chipped, and there was one that was hanging onto its life. I had to literally try different positions with it to make the lens work. It's been vertical, upside down, and even at a diagonal upside down position against the wall, held in place by cusions!

I can't really recommend chipping a Playstation, unless you are one of those people that like  prowling car boot sales for that guy you KNOW will be there breaking the law by selling his copied/pirated Playstation games. People generally tend to get their Playstation's chipped because the games are cheap and they can get them well before an English release date.

My advice: Seriously think twice, because games drop in price quickly, and the release dates in the UK as opposed to American release dates are getting better. If you have completed a game and want a new one, why not try part-exchanging it with the many computer stores that do that? Or swap with friends? I'm the kind of person that hates swapping, and likes to actually own and keep hold of things I like (just like books)... so if you are one of these people who displays a shelf-full of favorite Playstation games, then I would advise you to just carry on saving up and buying as and when you can buy them. We really don't need a handful of new games to distract us, no matter how cheap we got them for. Let's complete the game we're working on first!!

i've been lucky cuffs...  got my ps1 about 8 years ago, had it chipped within days, and despite the cup of tea my mate poured inside the console last year, its still chugging along ok!
your right about loading times tho, it does slow it down loads.
when i got the console chipped, ps1 games were still £40 new, £30 second hand, and not going down in price...  and well, a new game for £3, delivered to my door, it was too tempting... the coppied games were being advertised in all the local papers for about 2 years before someone complained and it stopped....
i did think about getting the ps2 done, but have been told its hard to do with this unit, and i just don't have the contacts to get it done now. and at the moment i'm picking up second hand games for £15 average, and have about 15 games that still have plenty of play time left in them, so just no need to have this console chipped as yet....
theres a stall on our market  (not car boot) that sells coppied games that play on a ps2 that isn't chipped..  not tried them out, but the stalls there every week, with loads of interest, so i guess they work....  i used to get coppies for the dreamcast, and that wasn't chipped...
never did buy many games for the dreamcast though.....
