Since Christ has taken me to Heaven and opened up Hell for me to peer in I know that Hell was never meant for mankind and I would not send anyone their nor crave the power to do so. I can control the church and the governments quite nicely by limited interference into governmental powers (suggestions) and mostly warnings to prevent loss of human life.
